City of Harrison issued the following announcement on Feb 1.
ATTENTION: The City of Harrison has issued a "Let Run Order" for ALL WATER CUSTOMERS.
Effective immediately please begin running a stream of water from ONE water faucet in your home about the SIZE OF A PENCIL until further notice. Water needs to run continuously, BOTH DAY & NIGHT. Failure to do so may result in frozen water lines. The City of Harrison is NOT responsible for thawing frozen water lines.
Please leave the water running until notified by the City of Harrison to turn water off. This will be approximately MID APRIL.
