Rep. Roth questions Michigan's juvenile justice system management

State Representative John Roth has raised concerns over the Michigan Department of Health and Human Services (MDHHS) regarding their handling of juvenile justice cases. During a Human Services Appropriations Subcommittee meeting, Roth criticized MDHHS for sending children to unvetted, out-of-state facilities.

Roth emphasized the state's responsibility for children in custody: “When the state takes these kids into custody, they’re taking responsibility for them. It shouldn’t matter if they’re being held by a county or MDHHS, if their parent can’t take them home for dinner, it’s the state’s responsibility,” he said.

Roth cited an incident involving a child from his district who was placed in a Missouri facility with poor reviews. The facility came under scrutiny when a staff member pled guilty to sexual exploitation charges last fall. Roth sought information on the vetting process from MDHHS but found no documentation justifying this placement.

“They’re just spinning the wheel of misfortunate and sending kids wherever they can find space,” Roth stated. He mentioned that without parental vigilance, such placements might go unnoticed.

Roth also highlighted communication issues within MDHHS: “They just farm our kids out to wherever has room and never communicate internally. It’s a disaster.” He stressed the need for accountability in caring for these children.

Overcrowding in Michigan facilities forces out-of-state placements, yet private options are limited to state wards. This overcrowding impacts service provision and leads to premature releases.

Wayne County Executive Warren C. Evans also criticized MDHHS's handling of overcrowding in local juvenile detention centers earlier this week. Roth supported Evans’ concerns about inadequate services and diminishing non-profit involvement due to MDHHS actions.

“The kids in the juvenile justice system are some of the most vulnerable people in the state’s care,” Roth concluded, urging better guidance and support for these youths.
