Seeking Proposals for Plans to Renovate the Harbormaster Building

The City of Harbor Springs is seeking proposals from licensed architects or other qualified persons to develop plans for renovating the Harbormaster Building, located at 250 E. Bay Street, Harbor Springs, MI 49740.  The primary renovations include the conversion of existing public bathrooms into laundry facilities and the addition of public restrooms on the west side of the building. The plans shall also include a site plan that adheres to the City’s Zoning Code to evaluate any impacts on parking, circulation, and other site plan review criteria. See conceptual plans below.

The proposals shall include, at a minimum, the name and address of the proposer, the credentials of the proposer, and the cost to develop the plan.  Completed proposals will be received at the City of Harbor Springs Hall, PO Box 678, 160 Zoll Street, Harbor Springs, MI 49740, until 12:00 Noon, Friday, March 24, 2023. Proposals may also be e-mailed to Victor Sinadinoski at: citymgr@cityofharborsprings.com.  

After the City accepts a proposal, the plans shall ideally be completed by June 26, 2023, and shall include a detailed specification suitable for seeking bids from contractors and estimated costs to renovate the building. After completion of plans, they will be presented to the Harbor Commission, City Council, and Planning Commission for review.

The City of Harbor Springs reserves the right to accept, reject, or counter any proposal in any manner that it determines to be in the public interest.  A written agreement acceptable to the City and the proposing party shall be required before any proposal shall be accepted.
