Mr. KILDEE. Mr. Speaker, the CHIPS Act will help boost the United States' semiconductor manufacturing capacity. The legislation includes a 25 percent investment tax credit for businesses to invest in facilities for which the primary purpose is the manufacturing of semiconductors or semiconductor manufacturing equipment. Experts agree that a semiconductor is a substance, such as silicon, whose electrical conductivity is between that of a conductor and that of an insulator, or a semiconductor device. Semiconductors have become an essential aspect of modern life, and this legislation will increase the production of semiconductors here in the USA, including in my home state of Michigan. I support passage of this crucially important legislation which accelerates the production of U.S.-made semiconductors by providing support along the entire supply chain.
