House Budget Committee Oversight Task Force Chairman Jack Bergman (R-MI) and Chairman Jodey Arrington (R-TX) have reiterated their call for the implementation and execution of Administrative PAYGO. The bipartisan Fiscal Responsibility Act (FRA) of 2023 renewed Administrative PAYGO, a budgetary measure aimed at promoting fiscal responsibility by requiring agencies to provide offsets for increases to direct spending above certain thresholds.

In a letter addressed to Office of Management and Budget (OMB) Director Shalanda Young, the Chairmen expressed serious concerns over the Administration's interpretation and implementation of the FRA's Administrative PAYGO provision. They highlighted their worries about OMB's loose interpretation of the provision, stating, "The Biden Administration represents a clear example of this legacy, proposing and implementing over $2 trillion worth of spending through executive actions in just three years."

The Chairmen emphasized the importance of the FRA in mitigating excessive executive spending outside Congressional authority and criticized OMB for ignoring the Congressional mandate related to Administrative PAYGO. They specifically pointed out instances where OMB waived requirements for certain rules, undermining the purpose of the law.

As the nation grapples with a growing debt crisis, the House Budget Committee Republicans are advocating for fiscal responsibility and transparency in government spending. They are committed to ensuring that Congress is not bypassed, taxpayer dollars are safeguarded, and the American people have clarity on how their government is managed.

Efforts by the House Budget Committee on the implementation of FRA's Administrative PAYGO include commenting on GAO's report, releasing explanatory documents, and requesting supplemental information on the Biden Administration's implementation of Administrative PAYGO. The Committee continues to monitor unchecked Executive Branch spending to uphold fiscal accountability and budget neutrality.
